Representing a unique partnership of owners and contractors, the project also involved multiple owners: refinery units owned by BP Australia, the cogeneration plant by the consortium BIEP (comprising Lend Lease, Origin Energy and Atco Power) and the air separation and hydrogen generation plants by BOC Gases[3]. A project alliance[4] structure was employed to implement the project, which also involved concurrent engineering at various locations. Papers on the project have been written by P. Wilson [5], M. Sanders[6] and Ramprasad [7]
